Can’t be true Pauper (Talrand is a rare).
Anyway, replace Snapcaster Mage with Archaeomancer (if you want), or for more aggression, Delver of Secrets. Use basic lands with Evolving Wilds. Drop the Temporal Masteries for your favorite removal spell/counters (like Cancel, Vapor Snag). You may want to include Wild Guess as well. Then bam! you have a more budget deck!
