Q:So how would that new Izzet one-drop work? Do you have to cast the spell and then exile it, causing it not to resolve?

Yes, you have to cast it and then exile it on the stack. Says so right on the card (That spell won’t resolve.)

it basically would be like I searing spear your delver, they respond with a counter and you can respond by eXiling the spell and their counter fizzles. your dewd gets +2+2 and you get a counter out of their hand.
