Q:Can you cast azorius arrester if if their are no legal targets to detain. (Not that you'd really want to).

Unless theres something on the field or in the rules text to prevent it, a creature can always be cast at sorcery speed. If it has an ETB ability the ability triggers, if its may you can ignore it. if not it must be cast.
