This is incorrect. The Sphinx’s ability ALWAYS goes on the stack when an opponent draws a card. He only chooses whether or not to draw the cards when the ability resolves. Check rule 410.5 for more information.
I thought that went without saying. By that I thought it was common sense (the choice is always there, but it is up to them to take it or not).
