Anon was asking about the effects that go along with the mana, not the costs. The answer to their question is no, you get no effects, just the mana.

You do get the effects.

Reflecting Pool checks the effects of all mana-producing abilities of lands you control, but it doesn’t check their costs.

The “Add {1} to your mana pool. If that mana is spent on a creature spell, it gains haste.” of Hall of the Bandit Lord is a mana ability, thus able to copy the {1} mana from Hall of the Bandit Lord and the clause of “if this mana is spent on a creature spell, it gains haste.”
